People are much more likely to want to cuddle when it's cold out and they're shivering then they are when it's hot and they're sweating.
Plus, Halloween brings with it a lot of scary movies. Like, really horrific ones when people get killed in really gory ways. It's horrible for people who are prone to nightmares, but great if your goal is to get someone to want to cling to you.
