Have you walked passed Port Authority's Oculus recently? 

If you have, then you've definitely noticed that the finishing touches are just being, well, finished. 

However, this $5 billion "symbol of excess," will not be given the celebratory ribbon cutting ceremony to mark its completion. 

Instead, it seems that the doors will simply be opened for the public to check out the grandeur of a $3.7 billion rail terminal and $1.4 billion shopping center.
